What is the circle rate in Gurgaon?

The circle rate in Gurgaon is the minimum value at which the Sub-Registrar will register a property. Haryana calls it the collector rate (and it is sometimes still called the circle rate colloquially). It is notified by the Deputy Commissioner of Gurugram and used to compute stamp duty and the registration fee. You may sell above it, but you cannot register below it — duty is charged on the collector rate value or the actual price, whichever is higher.

Collector rate, circle rate, ready reckoner rate — same instrument

These are regional names for the same thing. Haryana and Delhi say collector rate or circle rate; Maharashtra says ready reckoner rate; Karnataka says guidance value; Uttar Pradesh uses DM circle rate. For a Gurugram property they all mean the minimum value notified by the Deputy Commissioner.

Who decides the circle rate in Gurgaon?

The Deputy Commissioner (District Collector) of Gurugram notifies the collector rates. Draft rates are usually opened for public objection before the final list is notified. How often are Gurgaon collector rates revised?

Gurugram revises its collector rates more frequently than most of the NCR — often once a year, and occasionally mid-year for fast-appreciating corridors such as the Dwarka Expressway and Golf Course Extension Road. Because of this cadence, a figure that was correct last year may already be stale. Always read the current notified rate before a transaction.

How property is valued in Haryana

Haryana's collector-rate list gives a rate for each property type, and the minimum value is that rate multiplied by the property's area. Residential plots in licensed colonies are rated per square yard; group-housing flats are rated per square foot of built-up/super area; commercial units have their own rates; and agricultural land is rated per acre.

For a plot with a built structure, the collector rate for the land is applied to the plot area and, where the list prescribes it, a construction cost is added for the built-up portion. For most apartment purchases the single per-sq-ft flat rate already captures the whole unit.

Women pay a lower rate in Haryana
Unlike Uttar Pradesh, where women receive only a capped remission, Haryana applies a genuinely lower stamp duty percentage for female buyers. On a ₹1 crore property this is a ₹2,00,000 saving over a male buyer, and registering jointly still saves ₹1,00,000.

Registering below the circle rate — tax consequences

If a Gurugram property is registered below the collector rate, both parties are taxed on the difference. The seller is deemed under Section 78 of the Income-tax Act, 2025 (formerly Section 50C) to have received the collector rate value, and pays capital gains on that higher figure. The buyer is taxed on the shortfall as income from other sources under Section 92 (formerly Section 56(2)(x)). Separately, the Sub-Registrar will not register below the collector rate at all.

The 10% safe harbour is stated backwards almost everywhere
The real test is that the stamp duty value must not exceed 110% of the price paid — which is not the same as "price at least 90% of collector rate." On a ₹1 crore collector rate value, a sale at ₹90 lakh fails (₹1 crore is 111.1% of ₹90 lakh). The price must be at least ₹90,90,910, roughly 90.91%. Within tolerance, neither Section 78 nor Section 92 is triggered.
