A plotted township is not a flat you buy into. You buy demarcated land inside a licensed colony, with the roads, sewerage, power network, parks and security delivered by the developer, and you build the house yourself to the sanctioned zoning rules. That is the core of what M3M is selling in Panipat, and it is why plot size, plot number and the phase licence matter more here than a brochure floor plan.
The land has a paper trail worth reading. M3M acquired the Panipat parcel from Ambience for a reported ₹1,500 Cr including government fees, and Business Standard put the development spend at roughly ₹1,200 Cr against an expected topline of about ₹5,000 Cr. By December 2023 more than 700 plots had reportedly been sold for close to ₹1,100 Cr, which tells you the plotted phases moved quickly.
The township is licensed in two published parts, and they are not the same product. Phase 1 is an affordable plotted colony under Deen Dayal Jan Awas Yojana 2016 on about 55.72 licensed acres, under DTCP licence 85 of 2023 with HARERA registration PKL-PNP-446-2023. Phase 2 is a residential plotted colony under the New Integrated Licence Policy on about 251.90 licensed acres, under licence 257 of 2023 with HARERA PKL-PNP-523-2023. Ask which one your plot sits in.
Not every home here has to be self-built. M3M has started adding constructed product inside the same township: M3M Terraces, a stilt-plus-four low-rise of 3 BHK floors launched in December 2025, occupies about 3.775 acres of it, and low-rise apartments, terrace homes and the Citywalk retail street are listed as later releases. Buying a plot and buying a finished floor are two different decisions on the same map.
